SECOND CHANCE PROMOTION
RULES AND PROCEDURES
I. PurposeA.To ensure that prizes awarded in the Nebraska Lottery’s 15 Years of Fun Giveaway second chance contest promotion are determined impartially and randomly.B.To ensure that the integrity of the Nebraska Lottery is maintained at all times. C.To promote play of Nebraska Pick 5, Powerball, and $2 and $3 Nebraska Lottery Scratch games during the Nebraska Lottery’s 15th Anniversary Year in 2008. II. Promotion OverviewA.The 15 Years of Fun Giveaway second chance promotion consists of three (3) separate contests and drawings. The first contest will promote Nebraska Pick 5, the second contest will promote Powerball, and the third contest will promote designated Nebraska Scratch games. For each contest, a player sends in non-winning eligible ticket(s) with a completed ticket back (or enters ticket numbers and contact information by web entry) to be eligible for the chance to be selected as the prize winner in a live drawing for one (1) cash prize of $5,000. Players may enter each drawing by placing non-winning eligible ticket(s) with a completed ticket back into an envelope and sending by U.S. mail to: 15 Years of Fun Giveaway, Nebraska Lottery, PO Box 98946, Lincoln, NE 68509-8946. MVP Club members may enter each drawing by entering the ticket number(s) from non-winning eligible ticket(s) online at www.nelottery.com. Entries are eligible for one drawing only, but players may send separate entries as often as they choose. All online and mail-in entries must be received no later than 5:00 p.m. (C.T.) on the contest deadline date. Entries received after the deadline date and time are ineligible for the drawing and will be destroyed. B.Qualifying entries must be submitted for each contest as follows: 1.Nebraska Pick 5 A single non-winning $5 Nebraska Pick 5 ticket which includes either: (a) Five individual sets of Nebraska Pick 5 numbers for one draw, or (b) One set of Nebraska Pick 5 numbers for five draws. Qualifying Nebraska Pick 5 entries must be purchased between February 1, 2008 and April 30, 2008. All online and mail-in entries must be received by the Nebraska Lottery no later than 5:00 p.m. (C.T.) on Tuesday, May 6, 2008. 2.PowerballA single non-winning $10 Nebraska Powerball ticket which includes either:(a) Two individual sets of numbers for five multi-draws,(b) Five individual sets of numbers for two multi-draws,(c) Five individual sets of numbers plus five Power Plays for one draw, (d) One individual set of numbers for ten multi-draws, or(e) One individual set of numbers plus one Power Play for five multi-draws. Qualifying Nebraska Powerball entries must be purchased between June 1, 2008 and August 31, 2008. All online and mail-in entries must be received by the Nebraska Lottery no later than 5:00 p.m. (C.T.) on Monday, September 8, 2008. 3.Nebraska $2 and $3 Scratch GamesA single non-winning $2 Nebraska Scratch ticket together with a single non-winning $3 Nebraska Scratch ticket of any combination of available $2 and $3 Nebraska Lottery Scratch games on sale between October 1, 2008 and December 31, 2008. All online and mail-in entries must be received by the Nebraska Lottery no later than 5:00 p.m. (C.T.) on January 7, 2009. C.For mail-in entries, each entry of a single non-winning $5 Nebraska Pick 5 ticket; a single non-winning $10 Powerball ticket; and non-winning $2 and $3 Scratch tickets must be in a separate sealed envelope. All entries with more than $5 worth of non-winning Nebraska Pick 5 tickets; $10 worth of non-winning Powerball tickets; or $5 worth of one of each $2 and $3 non-winning Scratch tickets will be considered as one entry for each respective contest; however, multiple entries may be mailed together as provided in Section V(E) below. Eligible mail-in entries must have a ticket back completed with the player’s name, mailing address, city, state, zip code, and a daytime telephone number. D.All participants and winners must be eligible to play the Nebraska Lottery and must otherwise comply with the State Lottery Act and the rules, regulations, policies and procedures of the Nebraska Lottery. By participating in these second chance promotion drawings, participants agree to be photographed and videotaped by the Nebraska Lottery, and to have their images and non-confidential information about them used in any advertising, publicity, educational and promotional activities of the Nebraska Lottery. The Nebraska Lottery is not required to provide any additional consideration or remuneration for these activities. E.The Nebraska Lottery will hold one (1) drawing to select one (1) $5,000 prize winner for each of the three contests. The first contest drawing date for the Nebraska Pick 5 promotion will be on Wednesday, May 7, 2008. The second contest drawing date for the Powerball promotion will be on Tuesday, September 9, 2008. The third contest drawing date for the Scratch games promotion will be on Thursday, January 8, 2009. Entries must be received by 5:00 p.m. (C.T.) on the respective contest deadline dates stated in section II(B) above by both mail and web to be eligible. Entries not drawn will be destroyed. The odds of an entry being drawn are dependent on the number of eligible entries received. The Nebraska Lottery reserves the right to open the entries following the drawing date to obtain player information for statistical and other purposes. Although entries selected in the drawings will be reviewed to determine their compliance with the rules, other entries will not be examined to determine whether they contain winning tickets. Drawing dates are subject to change without prior notice as may be deemed necessary or appropriate by the Nebraska Lottery in its sole discretion. F.The Nebraska Lottery is not responsible for any delays due to the mail, or for any winning ticket claims or other correspondence sent to the second chance drawing address. Entries that are lost, late, illegible, incomplete, misdirected or incompletely received (including by reason of technical malfunction, network congestion or system incompatibility) are not eligible. An individual entrant may be selected only once to be a 15 Years of Fun Giveaway winner. G.Promotion rules and procedures are subject to change as deemed necessary or appropriate by the Lottery Director without additional or prior public notice. III. PrizesA.One (1) cash prize of $5,000 will be awarded in each of the three (3) contest drawings for a total of $15,000 in prizes. There will be no other prizes drawn or awarded. B.Each prize must be claimed by the drawing winner with the Nebraska Lottery within thirty (30) days after the drawing date or it will be forfeited and be awarded to an alternate drawn in accordance with these rules and procedures.C.Neither the Nebraska Lottery nor its vendors or suppliers are liable for any delays which result from acts of God, earthquake, fire, flood, other natural disaster, public enemy, explosion, epidemic, quarantine, strikes, freight embargoes, closure of all major access roads to a geographic region, weather or other causes beyond the control of the Nebraska Lottery or its agents.IV. Drawing Dates, Times and LocationsThe contest drawings will take place on the dates indicated in Section II (E) above at the Nebraska Lottery offices in Lincoln, Nebraska, or at any alternate location designated by the Nebraska Lottery. If all entries do not fit within the drawings container the Drawing Manager will divide the entries received evenly by weight into bags. Immediately prior to the draw, an equal number of entries will be withdrawn from each bag until the drawings container has approximately 125 pounds of entries; however, the drawings container shall not be filled more than half full. For each contest, a drawing for one (1) $5,000 prize winner and two (2) alternates will take place immediately after the drawings container is filled and locked. The winner drawn will be contacted by the Drawing Manager and will be announced through the Nebraska Lottery's public relations office. V. EligibilityA.A single non-winning eligible $5 Nebraska Pick 5 ticket; a single non-winning eligible $10 Powerball ticket; and non-winning eligible $2 and $3 Scratch game tickets which have been duly issued, purchased within the timeframes provided in section II(B), delivered by U.S. mail in a single envelope with the fully completed ticket back to the Nebraska Lottery, and received prior to 5:00 p.m. (C.T.) on the applicable deadline date for each respective contest are eligible for the corresponding contest drawing. Hand-delivered entries will not be accepted. B.A single non-winning eligible $5 Nebraska Pick 5 ticket; a single non-winning eligible $10 Powerball ticket; and non-winning eligible $2 and $3 Scratch game tickets which have been duly issued, purchased within the timeframes provided in section II(B), the ticket numbers of which are entered by a registered MVP Club member on www.nelottery.com, and received prior to 5:00 p.m. (C.T.) on the applicable deadline date for each respective contest are eligible for the corresponding contest drawing. Players submitting entries through the www.nelottery.com website should keep their tickets since they may be required to deliver the physical tickets to the Nebraska Lottery after the drawing in order to prove eligibility and to claim any prize won. Players may not enter other Nebraska Lottery promotions with the same tickets submitted in this promotion either through the mail or through the website. Players in this promotion may not simultaneously enter the same ticket(s) more than once through both the mail and also through the website. C.To be eligible for the 15 Years of Fun Giveaway drawings, entries must be received by 5:00 p.m. (C.T.) for each contest deadline date at Nebraska Lottery Headquarters in Lincoln, Nebraska either via U.S. mail to the indicated P.O. Box, or online at www.nelottery.com. Entries not drawn in each contest will be destroyed, and all entries received after the 5:00 p.m. drawing deadline will not be entered in the contest and will also be destroyed. Although entries selected in the drawings will be reviewed to determine their compliance with the rules, other entries not drawn will not be examined to determine whether they are winning game tickets. D.An individual entrant may be selected only once to be a 15 Years of Fun Giveaway winner. There will be a total of three (3) contests and three (3) corresponding drawings within this one promotion, and a total of three (3) different prize winners. Once a winner is selected as a winner in any one contest, he or she will be disqualified from winning any subsequent contest or prize in this promotion. E.Entries are eligible for one drawing only, but players may submit multiple entries. Multiple entries may be mailed together in a larger envelope, provided that each individual entry envelope includes a single non-winning $5 Nebraska Pick 5 ticket; single non-winning $10 Powerball ticket; or $2 and $3 non-winning Scratch tickets for each particular contest. In such case entries must be placed in a sealed envelope with the back of at least one ticket completely filled out, and the larger envelope must be clearly marked “Multiple Entries Enclosed”. Envelopes containing multiple entries but not marked “Multiple Entries Enclosed” will not be opened so that their contents may be entered individually in the drawing, and will be treated as a single entry. F.Promotion participants must be 19 years of age or older to play and to be eligible to win a prize. Employees of the Nebraska Lottery, its contractors, subcontractors, and members of their immediate families residing in the same household are ineligible. G.Attempts will be made by the Drawing Manager or his or her designee to contact the drawing winners by telephone and/or certified mail. The Drawing Manager may utilize alternative methods to contact the winners at the Drawing Manager’s discretion, including by email.H.Only one entry is allowed for each envelope received. If more than one (1) entry is contained in an envelope it will be counted as a single entry except as provided in section V(E) above. I.All entries must otherwise comply with the State Lottery Act and Nebraska Lottery rules, regulations, policies, procedures and all applicable forms and publications. VI. Handling and Storage of EntriesA.Entries will be collected by a member of the Marketing staff of the Nebraska Lottery and secured by the Drawing Manager.B.Entries will be processed and stored in a secure area at the Nebraska Lottery or at a designated area for Nebraska Lottery use at a vendor warehouse location. To the extent possible, processing will include eliminating trash and other items which may have been deposited in the Nebraska Lottery drawings container, checking to make sure that 15 Years of Fun Giveaway entries have not been accidentally mixed with other second chance drawing envelopes, prize claim envelopes, and other mail.C.The Drawing Manager will supervise transport of the entries to the drawing site. D.Web-based entries will be tracked by a computer program. Each entry will be stored in a database which will record the exact time and date of each entry. This information will be automatically saved and have nightly back-up files created. A drawing definition will define the beginning date and time and end date and time of the entry period. The web entry software will prevent duplicate ticket numbers and ticket numbers from non-eligible games from being entered. For each drawing, all web entries received through www.nelottery.com for the designated contest and entry period will be included with mail-in entries. A report will list all the submitted web entries. Each eligible entry will be assigned a label with the player’s name, address and phone number to be affixed to a voided ticket or a ticket-sized card and then commingled with mail-in entries for the drawing. E.Entries not drawn or which are received after the drawing deadline date will be destroyed. VII. Drawing PreparationsA.Supplies1.Drawings container.2.Camcorder with an audio track to record drawing.3.Appropriate form(s).4.Drawing Manager Program.5.Winner envelope.6.All eligible entries.7.Voided tickets or cards for use with web-entry labels. 8.Plastic bags.9.Calibrated scale.10.Static Guard spray.B.PersonnelThe drawing team will consist minimally of a Drawing Manager, an Entry Drawer and the Systems Auditor or a member of the Lottery Security Section. The Entry Drawer can be any person, including a Nebraska Lottery employee. The Entry Drawer must be someone who has not entered an entry in their name into the drawing and may not claim winnings should an entry bearing their name be drawn. No one person may participate in more than one role during a drawing, although each member of the drawing team may assist other members in their functions. Additional Lottery-approved staff may be included to assist the drawing team.1.The Drawing Manager will be responsible for the following duties:a.Process mail and secure in plastic bags. b.Secure the list of web entries and corresponding labels and affix to voided tickets/cards and commingle in bags with mail entries.c.Ensure all necessary equipment and supplies are available and in good working order.d.Ensure all required personnel are present, briefed and prepared to conduct the drawing. e.Ensure all required documents and forms are completed in a timely and accurate manner.f.Supervise all aspects of the drawing process, including set-up and take-down of equipment at all drawings (as appropriate).g.Supervise staff in drawing assignments.h.If initial draws are necessary, separate the entries into plastic bags evenly by weight.i.Ensure initial and final drawings are videotaped with an audio track for Lottery security purposes.j.Halt the drawing if anything improper is observed.k.Approve continuation of the drawing once the observed problem is corrected.l.Examine each drawn entry, in cooperation with other members of the drawing team, to ensure it is valid and eligible.m.Secure each drawn entry.n.Notify winners and certify their identity and eligibility.o.Prepare and certify a list of all winners and alternates.p.Designate these duties or obtain the services of additional Nebraska Lottery personnel as needed or desired.2.The Entry Drawer will have the following responsibilities:a.Inspect equipment to satisfaction that the drawing is random.b.Participate in all drawings.c.Draw the designated number of entries from the drawing drum, handing each to the Drawing Manager.d.Observe the Drawing Manager record the name, address, phone number, and number of the ticket for a drawn entry in the appropriate place on the Drawing Winners Form for every entry drawn. e.Sign a form certifying the above steps have been followed for the drawing(s) in which he or she participated.3.The Systems Auditor or a Member of the Security Section will have the following responsibilities: a.Witness the drawing.b.Sign a form certifying that to the best of their knowledge all steps have been followed for the drawing(s) which he or she witnessed.VIII. Drawing ProceduresA.The Drawing Manager will ensure that all entries which have been properly submitted by the deadline are available for the drawing.B.The Drawing Manager will notify drawing team members and other participating persons of the time designated to assemble at the drawing site.C.The Drawing Manager will arrange for transportation of entries and drawing equipment to the drawing site, if necessary.D.At the time designated, the drawing team will assemble to set up and inspect equipment. The Drawing Manager will ensure that all equipment is available and in good working condition.E.Prior to any initial drawing, the Drawing Manager will brief and prepare the drawing team explaining the drawing procedures. Labels for web entries will have been placed on voided tickets or ticket-sized cards for inclusion with mail-in ticket entries. After the drawings container drum has been filled with up to 125 pounds of entries (the drawings container shall not be filled more than half full), the drawings container will be rotated at least ten (10) times, and the Drawing Manager will instruct the Entry Drawer to reach into the drum and select one of the entries.F.Depending on the number of entries submitted, the drawing may be held in multiple steps. If the number of entries is less than 125 pounds, one drawing for the winning entries will be held following procedures outlined below, skipping paragraphs I, J and K.G.If the number of entries exceeds 125 pounds, a number of initial drawings will be held to draw the entries that will be included in the contest prize drawing. H.Prior to beginning the drawing process, the Drawing Manager will ensure that a video camera is positioned to tape all drawing activities. At the beginning of the videotaping the date and time of the drawing should be indicated. Each drawing will be taped from just prior to the mixing of the entries in the plastic bags or rotation of the drum, until after all entries have been drawn. Recording may be paused between drawings.I.For each contest drawing, if initial drawings are necessary, the entries will be thoroughly mixed within equally weighted plastic bags. The Drawing Manager will request that the Entry Drawer draw an equal number of entries, determined by weight, from each bag until the drawings container holds 125 pounds of entries; however, the drawings container shall not be filled more than half full. The Entry Drawer will hand the drawn entries to the Drawing Manager, who will weigh them and then place them in the drawings container for the final prize drawing. The number of entries to be drawn from each bag will depend on the total number of entries received and number of entries required to fill the drawings container to 125 pounds to a maximum of one half full.J.All entries not chosen in the initial drawing will be placed and sealed in plastic bags immediately after the drawing is completed to ensure that they are not intermixed either with those selected for the prize drawing, or with those entries from previous or for subsequent drawings. The Drawing Manager will ensure the placement of the entries in the plastic bags and sealing of the plastic bags.K.After the initial drawings have been completed and all non-selected entries are securely sealed in plastic bags, the final prize drawing may commence.L. At the designated time of the final drawing, the drawings container will be rotated at least ten (10) times.M.A single entry will be withdrawn from the container by the Entry Drawer. The entry drawn will be examined by the drawing team to ensure it qualifies according to these rules and that it is properly filled out. If the drawing team determines the entry valid at this point, the Drawing Manager will secure the entry, date and mark it as the 15 Years of Fun Giveaway contest winner.N.If it is determined by the Drawing Manager and drawing team that the entry selected is not an eligible winner pursuant to the contest rules, steps L and M will be repeated until an eligible entry is selected. O.In each contest drawing, after a valid winning entry is drawn, the Entry Drawer shall select two (2) additional entries as alternates. The alternates, in the order selected as first and second alternate, respectively, will be used to select a 15 Years of Fun Giveaway contest winner in the event the first winner drawn is later determined ineligible pursuant to the contest rules, or fails to claim his or her prize within thirty (30) days from the date of the drawing. Alternates will be selected in the same manner provided in this section. P.After the one (1) winner and two (2) alternates have been selected and determined initially valid and eligible, the Drawing Manager will contact the individual winner designated on the entry. All 15 Years of Fun Giveaway winners must provide their Social Security number and other personal identification before a prize can be awarded. Selected winners who entered through the website may also be required to provide the physical ticket(s) from which the ticket numbers were entered. If a web entrant is unable to provide the physical ticket(s) upon demand to prove eligibility, he or she may be deemed ineligible and thereby forfeit the prize. If any prize winner fails or refuses to comply with these rules concerning eligibility and prize claims, he or she will forfeit the prize. In such event, an alternate by order of drawing will be selected by the Drawing Manager and given the opportunity to claim the prize. If the first alternate is ineligible, unable or unwilling to claim the prize, the second alternate will be awarded the prize. If the winner and both alternates in any contest are deemed ineligible or noncompliant with the contest rules, the prize(s) will be considered unclaimed. The Drawing Manager will prepare and certify a winners list. Q.After the drawing is completed, the equipment will be secured and all non-winning entries will be placed and sealed in plastic bags. R.The Drawing Manager may alter the timing of any step of the drawing or pause any drawing activity to accommodate television or other media coverage or to ensure and safeguard the security and integrity of the drawing. IX. Awarding of PrizesA.The prizes, less any delinquent taxes and/or delinquent child support payments, will be awarded in accordance with these rules and procedures to the appropriate individual winning entrant after he or she provides valid and sufficient personal identification proving his or her identity as the winner, provides the physical ticket submitted via the web (if applicable), and after he or she completes a Nebraska Lottery winner claim form. B.The Accounting Supervisor will ensure that all applicable Lottery forms are completed by winners before warrants are issued.X. Resolution of Improprieties or IrregularitiesA.At any time during the drawing, any member of the drawing team may require the Drawing Manager to bring the drawing to an immediate, temporary halt if they observe any incident that jeopardizes the validity or integrity of the drawing.B.Immediately after any such temporary halt, the drawing team will confer to determine an appropriate course of action. If there is agreement among the parties as to a particular course of action, that course of action will be taken. C.If there is no agreement, the parties will review the videotape. If there is agreement among the drawing team members after viewing the tape as to a particular course of action, that course of action will be taken.D.If there is no agreement among the drawing team members, the course of action will be determined by the Drawing Manager. E.Any disputes concerning any contest in this promotion will be decided by the Nebraska Lottery and its Director, and any such decisions are final and binding on all contest participants.

The odds of an entry being drawn are dependent on the number of eligible entries received. The Nebraska Lottery reserves the right to open the entries following the drawing date to obtain player information for statistical and other purposes. Although entries selected in the drawings will be reviewed to determine their compliance with the rules, other entries will not be examined to determine whether they contain winning tickets. Drawing dates are subject to change without prior notice as may be deemed necessary or appropriate by the Nebraska Lottery in its sole discretion. F.The Nebraska Lottery is not responsible for any delays due to the mail, or for any winning ticket claims or other correspondence sent to the second chance drawing address. Entries that are lost, late, illegible, incomplete, misdirected or incompletely received (including by reason of technical malfunction, network congestion or system incompatibility) are not eligible. An individual entrant may be selected only once to be a 15 Years of Fun Giveaway winner. G.Promotion rules and procedures are subject to change as deemed necessary or appropriate by the Lottery Director without additional or prior public notice. III. PrizesA.One (1) cash prize of $5,000 will be awarded in each of the three (3) contest drawings for a total of $15,000 in prizes. There will be no other prizes drawn or awarded. B.Each prize must be claimed by the drawing winner with the Nebraska Lottery within thirty (30) days after the drawing date or it will be forfeited and be awarded to an alternate drawn in accordance with these rules and procedures.C.Neither the Nebraska Lottery nor its vendors or suppliers are liable for any delays which result from acts of God, earthquake, fire, flood, other natural disaster, public enemy, explosion, epidemic, quarantine, strikes, freight embargoes, closure of all major access roads to a geographic region, weather or other causes beyond the control of the Nebraska Lottery or its agents.IV. Drawing Dates, Times and LocationsThe contest drawings will take place on the dates indicated in Section II (E) above at the Nebraska Lottery offices in Lincoln, Nebraska, or at any alternate location designated by the Nebraska Lottery. If all entries do not fit within the drawings container the Drawing Manager will divide the entries received evenly by weight into bags. Immediately prior to the draw, an equal number of entries will be withdrawn from each bag until the drawings container has approximately 125 pounds of entries; however, the drawings container shall not be filled more than half full. For each contest, a drawing for one (1) $5,000 prize winner and two (2) alternates will take place immediately after the drawings container is filled and locked. The winner drawn will be contacted by the Drawing Manager and will be announced through the Nebraska Lottery's public relations office. V. EligibilityA.A single non-winning eligible $5 Nebraska Pick 5 ticket; a single non-winning eligible $10 Powerball ticket; and non-winning eligible $2 and $3 Scratch game tickets which have been duly issued, purchased within the timeframes provided in section II(B), delivered by U.S. mail in a single envelope with the fully completed ticket back to the Nebraska Lottery, and received prior to 5:00 p.m. (C.T.) on the applicable deadline date for each respective contest are eligible for the corresponding contest drawing. Hand-delivered entries will not be accepted. B.A single non-winning eligible $5 Nebraska Pick 5 ticket; a single non-winning eligible $10 Powerball ticket; and non-winning eligible $2 and $3 Scratch game tickets which have been duly issued, purchased within the timeframes provided in section II(B), the ticket numbers of which are entered by a registered MVP Club member on www.nelottery.com, and received prior to 5:00 p.m. (C.T.) on the applicable deadline date for each respective contest are eligible for the corresponding contest drawing. Players submitting entries through the www.nelottery.com website should keep their tickets since they may be required to deliver the physical tickets to the Nebraska Lottery after the drawing in order to prove eligibility and to claim any prize won. Players may not enter other Nebraska Lottery promotions with the same tickets submitted in this promotion either through the mail or through the website. Players in this promotion may not simultaneously enter the same ticket(s) more than once through both the mail and also through the website. C.To be eligible for the 15 Years of Fun Giveaway drawings, entries must be received by 5:00 p.m. (C.T.) for each contest deadline date at Nebraska Lottery Headquarters in Lincoln, Nebraska either via U.S. mail to the indicated P.O. Box, or online at www.nelottery.com. Entries not drawn in each contest will be destroyed, and all entries received after the 5:00 p.m. drawing deadline will not be entered in the contest and will also be destroyed. Although entries selected in the drawings will be reviewed to determine their compliance with the rules, other entries not drawn will not be examined to determine whether they are winning game tickets. D.An individual entrant may be selected only once to be a 15 Years of Fun Giveaway winner. There will be a total of three (3) contests and three (3) corresponding drawings within this one promotion, and a total of three (3) different prize winners. Once a winner is selected as a winner in any one contest, he or she will be disqualified from winning any subsequent contest or prize in this promotion. E.Entries are eligible for one drawing only, but players may submit multiple entries. Multiple entries may be mailed together in a larger envelope, provided that each individual entry envelope includes a single non-winning $5 Nebraska Pick 5 ticket; single non-winning $10 Powerball ticket; or $2 and $3 non-winning Scratch tickets for each particular contest. In such case entries must be placed in a sealed envelope with the back of at least one ticket completely filled out, and the larger envelope must be clearly marked “Multiple Entries Enclosed”. Envelopes containing multiple entries but not marked “Multiple Entries Enclosed” will not be opened so that their contents may be entered individually in the drawing, and will be treated as a single entry. F.Promotion participants must be 19 years of age or older to play and to be eligible to win a prize. Employees of the Nebraska Lottery, its contractors, subcontractors, and members of their immediate families residing in the same household are ineligible. G.Attempts will be made by the Drawing Manager or his or her designee to contact the drawing winners by telephone and/or certified mail. The Drawing Manager may utilize alternative methods to contact the winners at the Drawing Manager’s discretion, including by email.H.Only one entry is allowed for each envelope received. If more than one (1) entry is contained in an envelope it will be counted as a single entry except as provided in section V(E) above. I.All entries must otherwise comply with the State Lottery Act and Nebraska Lottery rules, regulations, policies, procedures and all applicable forms and publications. VI. Handling and Storage of EntriesA.Entries will be collected by a member of the Marketing staff of the Nebraska Lottery and secured by the Drawing Manager.B.Entries will be processed and stored in a secure area at the Nebraska Lottery or at a designated area for Nebraska Lottery use at a vendor warehouse location. To the extent possible, processing will include eliminating trash and other items which may have been deposited in the Nebraska Lottery drawings container, checking to make sure that 15 Years of Fun Giveaway entries have not been accidentally mixed with other second chance drawing envelopes, prize claim envelopes, and other mail.C.The Drawing Manager will supervise transport of the entries to the drawing site. D.Web-based entries will be tracked by a computer program. Each entry will be stored in a database which will record the exact time and date of each entry. This information will be automatically saved and have nightly back-up files created. A drawing definition will define the beginning date and time and end date and time of the entry period. The web entry software will prevent duplicate ticket numbers and ticket numbers from non-eligible games from being entered. For each drawing, all web entries received through www.nelottery.com for the designated contest and entry period will be included with mail-in entries. A report will list all the submitted web entries. Each eligible entry will be assigned a label with the player’s name, address and phone number to be affixed to a voided ticket or a ticket-sized card and then commingled with mail-in entries for the drawing. E.Entries not drawn or which are received after the drawing deadline date will be destroyed. VII. Drawing PreparationsA.Supplies1.Drawings container.2.Camcorder with an audio track to record drawing.3.Appropriate form(s).4.Drawing Manager Program.5.Winner envelope.6.All eligible entries.7.Voided tickets or cards for use with web-entry labels. 8.Plastic bags.9.Calibrated scale.10.Static Guard spray.B.PersonnelThe drawing team will consist minimally of a Drawing Manager, an Entry Drawer and the Systems Auditor or a member of the Lottery Security Section. The Entry Drawer can be any person, including a Nebraska Lottery employee. The Entry Drawer must be someone who has not entered an entry in their name into the drawing and may not claim winnings should an entry bearing their name be drawn. No one person may participate in more than one role during a drawing, although each member of the drawing team may assist other members in their functions. Additional Lottery-approved staff may be included to assist the drawing team.1.The Drawing Manager will be responsible for the following duties:a.Process mail and secure in plastic bags. b.Secure the list of web entries and corresponding labels and affix to voided tickets/cards and commingle in bags with mail entries.c.Ensure all necessary equipment and supplies are available and in good working order.d.Ensure all required personnel are present, briefed and prepared to conduct the drawing. e.Ensure all required documents and forms are completed in a timely and accurate manner.f.Supervise all aspects of the drawing process, including set-up and take-down of equipment at all drawings (as appropriate).g.Supervise staff in drawing assignments.h.If initial draws are necessary, separate the entries into plastic bags evenly by weight.i.Ensure initial and final drawings are videotaped with an audio track for Lottery security purposes.j.Halt the drawing if anything improper is observed.k.Approve continuation of the drawing once the observed problem is corrected.l.Examine each drawn entry, in cooperation with other members of the drawing team, to ensure it is valid and eligible.m.Secure each drawn entry.n.Notify winners and certify their identity and eligibility.o.Prepare and certify a list of all winners and alternates.p.Designate these duties or obtain the services of additional Nebraska Lottery personnel as needed or desired.2.The Entry Drawer will have the following responsibilities:a.Inspect equipment to satisfaction that the drawing is random.b.Participate in all drawings.c.Draw the designated number of entries from the drawing drum, handing each to the Drawing Manager.d.Observe the Drawing Manager record the name, address, phone number, and number of the ticket for a drawn entry in the appropriate place on the Drawing Winners Form for every entry drawn. e.Sign a form certifying the above steps have been followed for the drawing(s) in which he or she participated.3.The Systems Auditor or a Member of the Security Section will have the following responsibilities: a.Witness the drawing.b.Sign a form certifying that to the best of their knowledge all steps have been followed for the drawing(s) which he or she witnessed.VIII. Drawing ProceduresA.The Drawing Manager will ensure that all entries which have been properly submitted by the deadline are available for the drawing.B.The Drawing Manager will notify drawing team members and other participating persons of the time designated to assemble at the drawing site.C.The Drawing Manager will arrange for transportation of entries and drawing equipment to the drawing site, if necessary.D.At the time designated, the drawing team will assemble to set up and inspect equipment. The Drawing Manager will ensure that all equipment is available and in good working condition.E.Prior to any initial drawing, the Drawing Manager will brief and prepare the drawing team explaining the drawing procedures. Labels for web entries will have been placed on voided tickets or ticket-sized cards for inclusion with mail-in ticket entries. After the drawings container drum has been filled with up to 125 pounds of entries (the drawings container shall not be filled more than half full), the drawings container will be rotated at least ten (10) times, and the Drawing Manager will instruct the Entry Drawer to reach into the drum and select one of the entries.F.Depending on the number of entries submitted, the drawing may be held in multiple steps. If the number of entries is less than 125 pounds, one drawing for the winning entries will be held following procedures outlined below, skipping paragraphs I, J and K.G.If the number of entries exceeds 125 pounds, a number of initial drawings will be held to draw the entries that will be included in the contest prize drawing. H.Prior to beginning the drawing process, the Drawing Manager will ensure that a video camera is positioned to tape all drawing activities. At the beginning of the videotaping the date and time of the drawing should be indicated. Each drawing will be taped from just prior to the mixing of the entries in the plastic bags or rotation of the drum, until after all entries have been drawn. Recording may be paused between drawings.I.For each contest drawing, if initial drawings are necessary, the entries will be thoroughly mixed within equally weighted plastic bags. The Drawing Manager will request that the Entry Drawer draw an equal number of entries, determined by weight, from each bag until the drawings container holds 125 pounds of entries; however, the drawings container shall not be filled more than half full. The Entry Drawer will hand the drawn entries to the Drawing Manager, who will weigh them and then place them in the drawings container for the final prize drawing. The number of entries to be drawn from each bag will depend on the total number of entries received and number of entries required to fill the drawings container to 125 pounds to a maximum of one half full.J.All entries not chosen in the initial drawing will be placed and sealed in plastic bags immediately after the drawing is completed to ensure that they are not intermixed either with those selected for the prize drawing, or with those entries from previous or for subsequent drawings. The Drawing Manager will ensure the placement of the entries in the plastic bags and sealing of the plastic bags.K.After the initial drawings have been completed and all non-selected entries are securely sealed in plastic bags, the final prize drawing may commence.L. At the designated time of the final drawing, the drawings container will be rotated at least ten (10) times.M.A single entry will be withdrawn from the container by the Entry Drawer. The entry drawn will be examined by the drawing team to ensure it qualifies according to these rules and that it is properly filled out. If the drawing team determines the entry valid at this point, the Drawing Manager will secure the entry, date and mark it as the 15 Years of Fun Giveaway contest winner.N.If it is determined by the Drawing Manager and drawing team that the entry selected is not an eligible winner pursuant to the contest rules, steps L and M will be repeated until an eligible entry is selected. O.In each contest drawing, after a valid winning entry is drawn, the Entry Drawer shall select two (2) additional entries as alternates. The alternates, in the order selected as first and second alternate, respectively, will be used to select a 15 Years of Fun Giveaway contest winner in the event the first winner drawn is later determined ineligible pursuant to the contest rules, or fails to claim his or her prize within thirty (30) days from the date of the drawing. Alternates will be selected in the same manner provided in this section. P.After the one (1) winner and two (2) alternates have been selected and determined initially valid and eligible, the Drawing Manager will contact the individual winner designated on the entry. All 15 Years of Fun Giveaway winners must provide their Social Security number and other personal identification before a prize can be awarded. Selected winners who entered through the website may also be required to provide the physical ticket(s) from which the ticket numbers were entered. If a web entrant is unable to provide the physical ticket(s) upon demand to prove eligibility, he or she may be deemed ineligible and thereby forfeit the prize. If any prize winner fails or refuses to comply with these rules concerning eligibility and prize claims, he or she will forfeit the prize. In such event, an alternate by order of drawing will be selected by the Drawing Manager and given the opportunity to claim the prize. If the first alternate is ineligible, unable or unwilling to claim the prize, the second alternate will be awarded the prize. If the winner and both alternates in any contest are deemed ineligible or noncompliant with the contest rules, the prize(s) will be considered unclaimed. The Drawing Manager will prepare and certify a winners list. Q.After the drawing is completed, the equipment will be secured and all non-winning entries will be placed and sealed in plastic bags. R.The Drawing Manager may alter the timing of any step of the drawing or pause any drawing activity to accommodate television or other media coverage or to ensure and safeguard the security and integrity of the drawing. IX. Awarding of PrizesA.The prizes, less any delinquent taxes and/or delinquent child support payments, will be awarded in accordance with these rules and procedures to the appropriate individual winning entrant after he or she provides valid and sufficient personal identification proving his or her identity as the winner, provides the physical ticket submitted via the web (if applicable), and after he or she completes a Nebraska Lottery winner claim form. B.The Accounting Supervisor will ensure that all applicable Lottery forms are completed by winners before warrants are issued.X. Resolution of Improprieties or IrregularitiesA.At any time during the drawing, any member of the drawing team may require the Drawing Manager to bring the drawing to an immediate, temporary halt if they observe any incident that jeopardizes the validity or integrity of the drawing.B.Immediately after any such temporary halt, the drawing team will confer to determine an appropriate course of action. If there is agreement among the parties as to a particular course of action, that course of action will be taken. C.If there is no agreement, the parties will review the videotape. If there is agreement among the drawing team members after viewing the tape as to a particular course of action, that course of action will be taken.D.If there is no agreement among the drawing team members, the course of action will be determined by the Drawing Manager. E.Any disputes concerning any contest in this promotion will be decided by the Nebraska Lottery and its Director, and any such decisions are final and binding on all contest participants.
